Akregator is part of the kdepim package of KDE (there's currently no package that contains only Akregator). You will also need kdelibs and kdebase for using Akregator. How to get KDE.
The current Akregator development version is in KDE's SVN. Read more on it the Development section.
This Python script converts KNewsTicker subscriptions to OPML. The OPML file can then be imported to Akregator using the Import function (File->Import Feeds).
